Background and Purpose
Background and Purpose UNICEF is actively working to support the Government of Uganda in enhancing its health and nutrition service delivery. To achieve this, UNICEF is focusing its efforts on strengthening systems at both the national and district levels. Specifically, UNICEF is supporting the strengthening of the Nutrition Supplies Chain Management in Uganda. This includes the integration of nutrition supplies such as Ready-to-Use Therapeutic food (RUTF), F-100, F-75, and ReSoMal, and Vitamin A capsules into the National Medical Stores (NMS) system. Prior to UNICEF's investment to support the Ministry of Health in the integration of RUTF, F75, F100 and ReSoMal into NMS systems, the management of nutrition supplies in Uganda was divided between two approaches. Vitamin A and deworming were distributed through the Stores NMS while therapeutic nutrition supplies procured by development partners were managed through a separate supply chain. However, after conducting an assessment of the SAM treatment supply chain in 2016, it was determined that integrating these supplies into the national health supply chain system was feasible in a short to medium term (approximately 2-3 years) with a relatively low investment. In this context, in December 2018, a stakeholder meeting on the nutrition supply chain integration was convened in which key players including the MoH and NMS indicated their commitments to the integration process and agreed on a roadmap to establish an integration supply chain system for nutrition supplies. The Ministry of Health in 2020 established the Nutrition Supplies Integration Task force under the leadership of the Nutrition Division with membership from UNICEF, USAID, WFP, among others, to manage and coordinate the integration process. Several activities were undertaken from 2019-2021 to facilitate the integration. UNICEF supported the MoH and NMS in piloting the integration of therapeutic foods into the NMS supply chain in West Nile from October 2020. As a result, the government allocated funds in the 2021/2022 budget for the procurement of therapeutic foods, which UNICEF matched. At the end of the pilot period (2021), a review of the same was conducted to document lessons learned and to examine the feasibility of scaling-up the piloted approach nationwide. By of end of 2022, the status of the integration of nutrition supplies had accomplished notable successes (functional coordination structure in place, policy statements supporting the integration and ownership by the Ministry of Health, national commitment to financing of the commodities, access to the Nutrition Match Fund, increased clarity in the regulatory oversight), but the scale up of the integration is suffering from capacity gaps within the Nutrition Division, hospital, districts and health centres. Without adequately building the capacity of the division and supply users in planning, forecasting, management, coordination and monitoring of the supplies, there is a high risk of losing gains made in the integration including causing chronic stockout of RUTF in the country. It is against this background that UNICEF is seeking to engage a Nutrition Supplies Consultant to support the Ministry of Health Nutrition Division strengthen the scale up of the Nutrition supplies integration in the country through the NMS systems per the integration road map and strategy. The integration process goes beyond the handover of logistics functions to the NMS and encompasses upstream components such as governance, planning, financing and performance management. Additionally, the consultant will support in monitoring and evaluating the nutrition supply chain to generate evidence on how best to sustain the integration of nutrition supply chain within the health systems.
Justification
The consultant will provide technical assistance to the Ministry of Health Nutrition Division to accelerate the full transition of the nutrition commodities supply chain management including storage and distribution to NMS. Particularly, the consultant will bridge the capacity gaps of the Division in the short term while empowering the relevant staff on nutrition supply chain management, coordination and monitoring activities of the scale up of the integration of the SAM commodities nationally through NMS.
Objective of the assignment
The strategic objective of this consultant is strengthening the capacity of the Ministry of Health and related entities in nutrition supplies chain management in line with the national roadmap.
Tasks
Develop inception report for the consultancy providing details of the action plan
Develop nutrition supply chain system for MoH, NMS and stakeholders to improve the existing systems and procedures for quantifying, in forecasting, procurement, storage, and distribution of nutrition supplies to ensure their effective implementation.
Carry out improvement monitoring of nutrition supply chain at national, regional, district and facility levels
Review national nutrition commodity distribution plan for integration within MOH and NMS, including on the last mile distribution, both in development and humanitarian settings.
The consultant will develop and conduct capacity building activities for MoH Nutrition Division, Pharmacy Department, hospitals, DLGs, and health centers to improve their capacity in nutrition supplies chain management.
Participate in the Integrated task force meeting to share updates and nutrition supplies chain assessment/monitoring and integration outcome of the initial transition phase to NMS system.
Document lessons, best practices, challenges, and recommendations for improved procedures for the nutrition supply chain management in Uganda.

The selected national consultant should have:
Education:
Advanced degree in Pharmacy, Medical Logistics Management, Public Health, Nutrition or related discipline.
Work Experience:
Five years of progressively professional work experience in Logistics planning, operations and management.
Thorough knowledge of medical logistics management in Uganda.
Experience working with Government entities in national programming for health, nutrition, public health, and other child survival and development areas.
Expertise in health systems strengthening and use of technology for health systems
Strong analytical and communication (oral and written) skills
Knowledge of NMS’s mandate in the drug procurement, supply and delivery system
Complete proficiency in English and another UN working language as an asset
Computer proficiency, including use of relevant use of software and other applications e.g. word processing, spreadsheets, internal databases, internet navigation etc.
Ability to work in the field and under pressure to meet deadlines.
General Conditions: Procedures and Logistics
Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays.
Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement.
No contract may commence unless the consultant provides a certificate of completion of a mandatory course on “Prevention of Sexual Exploitation and Abuse”. A certificate to be submitted with the signed contract should have been obtained in the last three months.
For international consultants outside the duty station, signed contracts must be sent by fax or email. Signed contract copy or written agreement must be received by the office before Travel Authorization is issued
No consultant may travel without a signed travel authorization prior to the commencement of the journey to the duty station.
Unless authorized, UNICEF will buy the tickets of the consultant. In exceptional cases, the consultant may be authorized to buy their travel tickets and shall be reimbursed at the “most economical and direct route”, but this must be agreed to beforehand.
Consultants will not have supervisory responsibilities or authority on UNICEF budget.
Consultant will be required to sign the Health statement for consultants/Individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation.
The Form 'Designation, change or revocation of beneficiary' must be completed by the consultant upon arrival, at the HR Section.
Clearance from the Government is required for civil servants or other government employee.
Language: Fluency in English.
Application Procedure/Call for Proposals
Interested candidates are required to submit a technical proposal on how they intend to approach the work. The proposal should include a timeline, and methodology, based on the Terms of Reference. The proposal must also include detailed CV of the consultant, as well as a financial proposal, clearly indicating daily rate for professional fees. The financial proposal must be all-inclusive of all costs (consultancy fees and where applicable air fares, airport transfers, daily living expenses). This is an international level consultancy and competitive market rates should apply.
Evaluation of Candidate:
The consultant will be competitively selected from a list of applicants based on their past experience of doing similar work (extensive experience in writing donor reports, in compiling and editing annual reports for various UNICEF offices).
