Summary of Role

IntraHealth seeks a Regional Director for the upcoming Resilience in the Sahel Enhanced (RISE II) Health Services Delivery Activity for Burkina Faso. The Regional Director will support the COP in providing strategic, management and operational oversight of the project and in representing the project to Ministry counterparts at national, regional and district levels, USAID, and other key partners. The Regional Director leads coordination of program development, implementation, and reporting, and will work closely with the Regional Teams, Technical Director and staff, and other program staff to ensure results and synergy with USAID implementing partners. S/he oversees implementation of project interventions in the target regions in Burkina Faso, liaising with technical leads to ensure approaches are targeted, appropriate, and effective. The Regional Director is anticipated to be based in Kaya, Burkina Faso.

Essential functions

Oversee overall project coordination, management and operations, and program implementation activities in collaboration with regional and district counterparts, consortium members and other relevant stakeholders and partners.
Develop workplans and budgets to support program implementation in accordance with established deadlines.
Draft quarterly and annual donor reports in collaboration with technical and MEL team.
Lead documentation and sharing of knowledge and emerging practices from the program internally within IntraHealth and externally with the wider stakeholder audience.
Supervise assigned staff to facilitate achievement of program objectives and targets with management and technical backstopping and support.
Initiate and facilitate regular technical meetings with project staff and partners to review program implementation and identify measures to overcome implementation bottlenecks and enhance quality of deliverables.
Supervises regional office staff as well as managing relationships with consortium members for effective implementation of project strategies.
Account to the COP on the delivery of technical program objectives, with regular reporting on a monthly, quarterly and annual basis.
Work with the COP to provide technical and administrative support in all aspects of the project and carry out any duties that may be assigned by the COP.
Requirements

Master’s degree or higher required in public health, social sciences, nursing, midwifery or other relevant health or development field from an accredited university/college is required;
Minimum of 10 years of work experience at a senior level in designing, implementing and managing large, complex multi-faceted maternal and child health, family planning, nutrition and/or integrated health service programs;
Proven ability to direct, manage and supervise a team to work effectively with local governments, implementing partners, donors, Ministry counterparts, and headquarters staff;
Demonstrated experience overseeing development of activity budgets, project workplans, and donor reports;
Strong experience with direct supervision, and working with teams and staff from multicultural backgrounds is required;
Fluency in French (4S/4R minimum) and English (at 4S/4R) are required.
Preferred:

Experience working with vulnerable and underserved groups in insecure environments that are prone to shocks;
Experience managing a consortium and supporting regional office structure;
Prior experience living and working in West Africa;
Familiarity with USAID rules and regulations and/or experience working on USAID funded projects;
Experience in policy analysis and change as well as high level advocacy and communications.
