Organizational Setting
The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
The post will be located in Ouagadougou, Burkina Faso. Other worldwide locations will be available in the near future.

Reporting Lines
The Emergency and Resilience Officer reports to the FAO Representative in Burkina Faso, under the functional guidance of the Emergency and Resilience Division, PSE.

Technical Focus
Lead and coordinate FAO's resilience work, across the four pillars and relevant work streams, in the affected country and contribute to improved preparedness for, and effective response to, food and agricultural threats and emergencies.

Effective and efficient coordination and provision of resilience field programme and project activities to scale and fit for purpose.

Key Functions
• Supports the country office in preparing for and effectively responding to food and agricultural threats and crises including natural disaster, food chain crisis and protracted crisis encompassing early warning and supports to transition which at times require a system-wide humanitarian response;
• Promotes best practices and provides technical support/services to the country office, in collaboration with Strategic Programme five (SP5), to facilitate emergency and resilience programming, resource mobilization and integration of a humanitarian development peace nexus approach, as well as to provide capacity during critical phases of emergencies including scale-ups;
• Provides leadership to FAO's work on emergencies as part of the resilience work in the country including: needs assessment, programming, implementation and resource mobilization, in liaison and collaboration with the food security sector and relevant FAO personnel;
• Contributes to the identification of strategic priorities, including the relevant work streams and pillars, for FAO's resilience work in the affected country and contributes to improved preparedness for, and effective response to, food and agricultural threats and emergencies;
• Provides technical and operational support and strategic guidance; identifies and develops project proposals for submission to donors; monitors project activities, identifies issues to be addressed and takes corrective actions; liaises with relevant parties and ensures follow-up actions;
• Supports the preparation of tools including the Country Programming Framework (CPF), Resilience Strategies and/or Emergency Livelihood Response Plans (ELRP);
• Promotes FAO's resilience agenda to build the resilience of agricultural livelihoods of vulnerable communities with government partners, UN agencies, regional organizations, NGOs and donors;
• Represents FAO in interagency coordination meetings and programming exercises including preparedness, early warning for early action and response;
• Promotes the implementation, monitoring and quality assurance of all cash transfer components (unconditional cash, cash for work and coupons);
• Supports the FAO Representative in resource mobilization in support of the country programme; organizes regular donor meetings, as appropriate informs the donor community on the prevailing livelihoods, food security and nutrition situation, the agriculture sector (crops, livestock, fisheries and forestry);
• Supports sectorial coordination through the FAO-WFP co-led Food Security Sector in the country;
• Raises awareness on FAO's role in emergency and resilience;
• Coordinates the development of FAO's contribution to interagency Humanitarian Response Plans (HRPs) and the United Nations Cooperation Framework (UNCF) in the country;
• Coordinates FAO's contribution to interagency Post Disaster Needs Assessments and Post Conflict Needs Assessment;
• Performs other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in agriculture, economics, business administration and management, international relations or other fields related to the work of the Organization;
• Seven years of relevant experience in humanitarian and agriculture/rural development sectors and in emergency/rehabilitation programme/project management/operations and support;
• Working knowledge of English, French or Spanish and limited knowledge of one of the other of Arabic, Chinese, or Russian.

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions is desirable;
• Extent and relevance of experience in field programme/project operations in the food security and agriculture sector;
• Familiarity with FAO's Project cycle guidelines and knowledge of FAO processes and administrative systems is considered a strong asset;
• Extent and relevance of experience in liaising with international donor organizations and development partners and in preparing proposals for funding, monitoring budgets and preparing financial reports in donor specific formats;
• Extent and relevance of experience in programme/project management.
