* Associate of Applied Science - Instrument Technology or Analytical Instrumentation a plus, but not required.
* Minimum of 10 years of process analyzer experience or equivalent.
* Minimum of 3 years of supervisory experience
* Ability to efficiently manage multiple projects and priorities simultaneously
* Good oral, written, communication, interpersonal, and troubleshooting skills
* Requires occasional weekend and night work for support. On call 24 hour/7 day per week on as needed basis.

It is about leadership, coordination, teamwork, and execution. It is having knowledge of the various types of on-stream analyzers and being able to manage projects to implement improvements on the analyzers across the platform.

* Manage the refinery’s On-Stream Analyzer (OSA) replacement/improvement program for process analyzer
* Track and report performance of process analyzers.
* Determine the viability of, develop detailed scopes and estimates for, and develop appropriation requests for capital projects, ensuring accurate cost and technical information.
* Interacts with vendors’ technical support staffs to identify and implement solutions to hardware and software problems, thereby acting as a liaison between refinery personnel and vendors’ support staffs.
* Develop and manage control budgets and schedules for OSA projects. Control costs associated with analytical projects to ensure that projects are completed on time and within the allotted budget.
* Participate in detailed engineering key reviews with engineering firms, as well as participating in Factory Acceptance Tests as needed.
* Define and develop the implementation of OSA analyzer replacement plan and update as needed.
* In conjunction with field construction coordinators, direct all phases of construction work and resolve technical and coordination issues as required.
* Provide technical direction and over sight of field installation quality to Technicians and Planners.
* Provide technical support for commissioning of capital projects and for shutdown work of existing units as it relates to capital projects.
* Develop and maintain the maintenance procedures for the equipment from the project: analyzers, sample systems, shelters, and etc.
* Responsible for the development and maintenance of the analyzer network and extensive knowledge in communications as well as analyzer interface software’s.
Contexte et environnement
* Develop and implement OSA capital projects targeted by the Refinery to meet one or more objectives in the areas of efficiency, modernization, health, safety, and the environment. The OSA process analyzer specialist is charged with meeting the project objectives safely and in a cost effective and timely manner. In doing so, this person must be able to determine the viability of and define the scopes of capital projects, develop and control costs and schedules, direct the engineering, procurement and construction phases, and most importantly, address the needs of and obtain the resources from the affected departments, including Operations, Maintenance, Technical, Contracts, Accounting, and Purchasing.
* Work with the OSA department on daily task as technical lead for finding root cause failures and developing plans to resolve reliability issues and improving the availability of the OSA’s in the refinery.
