UNICEF in collaboration with ILO and OIM will be launching a joint project with two main objectives (I) to fight child labour’s root causes in a cocoa growing region, through a landscape approach, and (II) support youth employability and participation in the North. The multi donor, multi agency project requires significant coordination effort particularly in the preparatory phase both internally, with the other UN agencies and with external stekeholders (donors, Government, private sector and civil society). The CO coes not have in house currently the capacity to cope with this extra work, particularly in light of the tight timing we are working against (desired project launch in July 2022).

How can you make a difference?
Within the delegated authority under the supervision of the Chief of Partnerships & Resource Mobilisation (RM), and working in close collaboration with the Representative, Deputy Representative Programs, the Chief of Child Protection, the Child Labour Specialist, the Chief of Adolescents, the Chief of Communicetion, the Chief of PME, the focal points from ILO and OIM the Project Coordinator Consultant will support UNICEF Cote d’Ivoire’s team throughout the preparation phase of the above mentioned project.

This will include supporting the CO for: the development of contracts and MoUs with Donors and the other UN agencies, the consultative process with key local stakeholders, the preparatory work for the project launch, the coordination among UN agencies, the development of ToR for events/workshops and staff, the monitoring of budget implementation, the consolidation of information among UN agencies to report on the key project progress and achievements.

Key functions, accountabilities, and related duties or tasks include:
The Project Coordinator Consultant is a seasoned professional with solid project management skills and the capacity to coordinate complex multi-stakeholder dynamics. The quality of work performed by the Project Coordinator Consultant directly impacts on the professionalism of the incumbent and the overall reputation of UNICEF. S/He works under the supervision and guidance of UNICEF’s management but s/he is expected to work in autonomy and interact with external stakeholders on behalf of UNICEF. The Project Coordinator Consultant is accountable should be able to project a competent and trusted image of UNICEF to partners through her/his work.

Project Coordinator Consultant ’s duties include :

Support the development of contracts, conventions and MoU among UN agencies and with donors
Work with Chief of Partnerships, PPD colleagues, donor focal opints, other UN agencies focal point to ensure contracts/conventions are developed in line with UNICEF’s standards ahead of project launch.

Preparatory work for project launch event
Work with the program teams of UNICEF/ILO/OIM and their comms teams (plus those of the donors) to facilitate the organization of the high level project launch at decentralized level; support outreach efforts to key stakeholders, support the development of communication materials; support the knowledge generation related to the event and the associated working sessions, etc.

3. Support the coordination among UN agencies throughout the process
Facilitate the coordination, the communication and the exchange of information among UNICEF/ILO/OIM throughout the project cycle.

Support the key stakeholders consultations during the preparation/inception phase

Facilitate dialogue and exchange of information with key project’s stakeholders to ensure synergies are established and documented.

Support the development of ToR for key events/workshops, for contractual services and for staff recruitment
Assist the program teams of UNICEF/ILO/OIM with the development of key documents ahead of meetings such as consultative workshops, project launch, public-private workshops, etc.

Assist the program teams of UNICEF/ILO/OIM with the development of ToR for key contractual services foreseen in the project (e.g. ad hoc studies, researches, etc.) and ensure follow up on the processes

Assist the program teams of UNICEF/ILO/OIM with the development of ToR for key staff to be recruited and ensure follow up on the processes.

Project budget monitoring
Regularly monitor project’s budget expenditure, ensure coherence with agreed ceilings, and consolidate progresses among UNICEF/OIM/ILO

Consolidate inputs and report on key project progresses and achievements
Regularly monitor project advancements and consolidate progresses among UNICEF/OIM/ILO

Coordinate the development of project advancement reports and other ad-hoc communication materials to increase the visibility of the knowledge and the evidences generated by UNICEF programs. This may include the development of presentations, one-pagers, virtual or in person events, etc.

To qualify as an advocate for every child you will have…
A Master's degree ((Bac+5) in Communication, Marketing, Business Administration or equivalent professional work in the business area combined with a master’s degree in the related area;
At least five (5) years of relevant professional experience in project management, sustainability, coordination roles;
International background with working experience in Côte d’Ivoire is considered as an asset;
Working experience with the private sector is considered an asset;
Fluency in both English and French is required (C1 level);
Familiarity with sustainable development and ability to work with / coordinate different stakeholders including both public and private;
Excellent inter-personal skills ;
Attention to details,
Drive for result and demonstrated capacity to respect deadlines even when working under pressure;
proficiency with MS office is required .

Other Important Points

Throughout the duration of the contract, the Consultant :
Be subject to UNICEF security guidelines, rules, standards and procedures, including those governing UN and UNICEF staff.
The consultant will be based in the UNICEF office in Abidjan.
Must provide proof of medical insurance for the period covered by the contract.
Must provide proof of COVID-19 vaccination.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
