The Country Programme of Cooperation between the Government of Mozambique and UNICEF (CPD) for 2022-2026 aims to support Mozambique to accelerate efforts towards achieving the targets of the 2030 Agenda for Sustainable Development and meeting its commitment to respect, protect and fulfil the rights of children, in line with the Convention on the Rights of the Child (CRC) and the Core Commitments for Children in Humanitarian Action. It derives from the United Nations Sustainable Development Cooperation Framework (UNSDCF), 2022–2026 and aligns with the Government Five-Year Plan 2020–2024, the National Development Strategy 2015–2035 and relevant sector policies and programmes.

How can you make a difference?

The WASH in Emergency Manager will report to the Chief of Field Office (P5) for general guidance and direction, with an indirect reporting relationship to the Maputo based Chief of WASH (P5). The WASH in Emergency Manager will support the office in leading the development, preparation, management, implementation, monitoring and evaluation of the humanitarian component of the WASH programme, especially in Cabo Delgado and the rest of the country. Additionally, the WASH in Emergency Manager provides technical guidance and management support throughout the programming processes, to ensure the achievement of the WASH in Emergency-related output results in the country programme.

Management support to the Chief of WASH, with focus on humanitarian WASH
Programme development and planning, with focus on humanitarian WASH
Programme management, monitoring and delivery of results, with focus on humanitarian WASH
Advisory services and technical support, with focus on humanitarian WASH
Advocacy, networking and partnership building, with focus on humanitarian WASH
Humanitarian WASH preparedness and response
Innovation, knowledge management and capacity building, with focus on humanitarian WASH

To qualify as an advocate for every child you will have…

An advanced university degree (masters or higher) in one of the following fields is required: public health, social sciences, behavior change communication, sanitary engineering or another relevant technical field.
Additional relevant post-graduate courses that complement/supplement the main degree is required.
A minimum of eight years of professional experience in WASH-related programmes for developing countries is required. Small towns / urban WASH experience is required.
One year of deployment in a developing country is required.
HUMANITARIAN: At least six months of work in humanitarian situations, including one three-month deployment mission (with UN-Govt-INGO), is required.
Fluency in English AND a Latin language is required. Fluency in Portuguese is a strong asset.

Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
