Deputy chief of party | West Africa | 2020

Chemonics seeks a deputy chief of party for the Office of Transition Initiatives (OTI)/Burkina Faso Regional Program. The OTI/Burkina Faso Regional Program is a quick-response mechanism to support activities that maintain and deepen stability in Burkina Faso, neighboring countries, and the broader Sahel region, including by addressing the threat posed by violent extremist organizations. The deputy chief of party will be based in Ouagadougou, Burkina Faso, with potential travel to the regional offices in Dori, Fada N’gourma, and Ouahigouya. Should program expansion options be activated, travel is anticipated throughout the Sahel region.

Candidates will have close, daily collaboration with USAID/OTI in-country staff, including taking programmatic and strategic direction from the client. In addition to ensuring that the program implementation is in accordance with regulations and procedures and the specifications determined in the task order statement of work, the deputy chief of party will be expected to have a good grasp of the programmatic aspects of the program and be prepared to step in to support the chief of party and other program staff in activity development aspects of the project while staying apprised of the evolution of the local political, legal, and economic situation and on how to continuously adapt the program. Responsibilities include:
Supervise the activity development staff and other staff involved in activity development and implementation, monitoring, evaluation, and reporting
Ensure appropriate implementation of program strategy
Ensure procedures are established and complied with for activity development, activity worthiness, activity implementation, management, monitoring, evaluation, and closing
Work with the chief of party; operations manager; and the monitoring, evaluation, and learning specialist to improve implementation processes throughout the program
Ensure that relevant staff use, maintain, and upload weekly to the activity database and that data is consistent and complete
Ensure that program implementation is in accordance with USAID regulations and procedures and the specifications determined in the statement of work, including ensuring that all procurement processes are perceived as transparent by beneficiary communities, ensuring fair and transparent procurement processes, and reviewing financial management
Supervise daily field presence in operations (including project facilities such as office space, equipment, and project vehicles), administration, logistics, procurement, budgeting, and financial accounting
Act as the chief of party when he or she is absent from the program
Investigate and identify new ways of achieving project efficiencies

Qualifications:
Minimum of five years of relevant experience, including experience with a donor, contractor, or international NGO, with demonstrated supervisory experience; senior managers and directors preferred
Demonstrated strong managerial, mentorship, and supervisory skills, preferably with culturally and geographically diverse staff, is highly desired
Experience working in developing countries is required; preferably complex, high-speed, dynamic, and challenging field operations
Financial management experience, including budgeting, financial management, tracking, reporting and accounting, and procurement
Demonstrated ability to strategically analyze national, regional, and local politics and guide program staff in creatively designing grants that relate to the current political environment
Strong experience with concept and activity design and the development, management, and implementation of activities at all phases of the OTI grants cycle, preferably including both community-level and national-level activities
Thorough experience and understanding of administering grants and small grants programs and the ability to ensure activities are appropriately implemented, monitored, evaluated, and closed out
Proven problem-solver with demonstrated experience identifying creative solutions to advance program and activity objectives
Experience working in Burkina Faso or other Sahel countries undergoing transition is highly desired, but not required
Ability to cope with and function effectively in high-stress and fluid environments
Experience with remote management in transition environments is highly desired, but not required
Experience working on infrastructure and rehabilitation subcontracts and/or complex procurement processes
Fluency in written and oral English and French is required
Demonstrated leadership, versatility, and integrity
